MPISD Board of Trustees Meeting

August 24, 2009

Public Hearing
    At 5 p.m., the Board held Public Hearings on the proposed operating budget for the 2009-2010 school year and on the proposed tax rate for the 2009 tax year. Superintendent Terry Myers and Business Manager Stacie Thompson discussed elements of the budget and the tax rate.
Regular Meeting
    Region 8 Teachers of the Year: The MPISD Elementary and Secondary Teachers of the Year have been selected as the Region 8 ESC Teachers of the Year. Eva Beles, Annie Sims, is the Elementary Teacher of the year, and Randy Nolen, MPHS is the Secondary Teacher of the Year, were recognized by the Board. They will now compete against teachers from the other 19 Regional ESC’s for State Teachers of the year.
Board Business:
•Approved overnight trips for MPHS Cosmetology to the Hair Show in San Antonio (Sept. 11-14) and for MPHS Tiger Dolls to New York City (March 15-19, 2010).
•Approved all ten 2009-2010 Campus Improvement Plans.
•Approved the Upper East Texas Tech-Prep/School-to-Work Partnership Agreement.
•Approved the Titus County Regional Day School Program for the Deaf Cooperative Shared Services Agreement.
•Approved the tuition agreement with Harts Bluff ISD for grades 9-12. HBISD will pay MPISD tuition of $1204 for each Harts Bluff student enrolled at MPHS.
•Approved four budget amendments to the FY20009 Operating Budget: Commodity revenue, Food Service Equipment from Federal ARRA Funds, Worker’s Compensation, Appraisal District Collection Fees.
•Adopted an operating budget for the 2010 Fiscal Year. The budget amount is $39,975,239 with $36,832,774 allocated to Maintenance and Operations (M & O) and $3,142,465 allocated to Interest and Sinking (I & S).
•Adopted an ordinance setting the tax rate for the 2009 tax year at $1.174 per $100 valuation with $1.040 for M & O and $0.134 for I & S. The rate is a $0.01 decrease from last year.
•Approved a resolution concerning federal salary supplements. The federal supplement monies will be paid to teachers, librarians, counselors and registered nurses in two payments, one in December and the other in May. Administrators and hourly employees received a 3% rise., comparable to that received by the teaching staff.
•Approved a special warranty deed with Titus County Cares allowing the organization to use land owned by MPSD.
Approved the calendar of Board meetings for the 2009-2010 year. The Board normally meets on the 4th Monday of the month except in November (11/16), December (12/14) and January (1/19).
Bids and Quotes
•Approved the vendors and discounts for technology supplies and equipment.
Reports
    Proposed MPHS Co-Ed Gym Entrance
: The Board decided to further research the plans before going out to bid on the project.
    First Day of School: Superintendent Terry Myers reported that he visited all campuses and found it to be a very smooth start to the year. Teachers were in the instructional mode, teaching was taking place in all classrooms he visited.

    Transfers: Jan Abbott (from Assistant Principal to Principal at Brice) Regina Conroy (from Brice Principal to Deputy Superintendent for Curriculum & Instruction), Cynthia Davis (from Fowler Assistant Principal to Principal), Ronnie Humphrey (to Chief Police Officer), Michael Lide (from Sims Principal to Deputy Superintendent Student Services), Pamela McCollum from Fowler Principal to Sims Principal).
